Per public records data, more than 2,000 young people who were either trafficked or arrived in the UK unaccompanied to seek refuge vanished from local authority custody in the previous year.

Study Discloses Disturbing Data

A report titled “Until Harm Ends” filed information requests to children’s services departments across England, Wales, Scotland and Northern Ireland.

Data from one hundred thirty-five municipal councils showed that out of 2,335 children categorized as having been victimized or potentially exploited, eight hundred sixty-four (thirty-seven percent) were reported missing.

Overall 141 local authorities responded to inquiries about solo young asylum applicants in their care, who totaled 11,999 children. Of these, 1,501 (13%) were reported missing.

High Risk for Vulnerable Young People

The report, released by non-profit organizations, warns that these populations are at “extremely elevated danger” of going missing from care.

Some exploited minors in the UK are UK nationals while additional cases are from other countries.

They may have faced either predatory misuse or criminal exploitation, for example by organized crime groups.

Institutional Shortcomings in Safeguarding

Municipal councils have a statutory duty to safeguard and support victimized and solo young people under youth safety systems. Nonetheless, there is no released national authorities data on the issue.

The latest analysis alerts that elements such as insecure immigration status can increase young people’s exposure to continued risk, placing them at serious threat of re-exploitation and renewed exploitation.

Demands for Measures

It says there is a “persistent and serious deficiency” in protection and urges municipal councils and law enforcement to guarantee compliance with effective methods.

The researchers also encourage the National Education Department to guarantee all trafficked and unaccompanied children can obtain proper lodging that shields them from being abused further.

Housing Concerns

Starting in the autumn of 2021, municipal councils have been mandated to guarantee that all wards of the state under sixteen are located in facilities that give protection.

However, youths in their late teens can still be housed in so-called “assisted housing” that does not offer day-to-day care.

Under special conditions, these older children can be located in temporary housing, trailers, tents, boats, or communal living with strangers.

A government spokesperson commented: “This government inherited a youth welfare framework failing to meet the demands of the state’s most endangered young people.

“Our major youth welfare and education legislation is the largest reform of children’s social care in a long time, delivering on our mission to eliminate the relationship between young people’s origins and their future success.”

The spokesperson added that the measures include bettering the availability of care placements, improved communication, mandating the creation of collaborative minor protection units in every area, and introducing a new responsibility on partners to systematically involve learning and care environments in their safeguarding arrangements to help prevent children falling through the cracks.
